A UTILIZAÇÃO DE SISTEMAS DELIBERATIVOS REMOTOS PELAS ASSEMBLEIAS LEGISLATIVAS BRASILEIRAS DURANTE A PANDEMIA DE COVID-19: CARACTERÍSTICAS E PROSPECTOS

Resumo

O presente artigo tem por objetivo apresentar características fundamentais da utilização de sistemas digitais para deliberação remota pelas Assembleias Legislativas Estaduais brasileiras, durante a pandemia do Covid-19. Desse modo, apresenta-se um mapeamento das ações para aferir as seguintes variáveis: 1) utilização de plenário virtual; 2) voto remoto; 3) alteração da legislação; 4) assiduidade dos parlamentares; e 5) nível de sofisticação das ferramentas. Por fim, discutem-se os possíveis próximos passos que podem ser dados pelos parlamentos a partir dessa nova utilização das ferramentas on-line pelo corpo político, tendo em vista que algumas Casas Legislativas não se preocuparam com a regulação para sessões ordinárias da modalidade remota de reunião parlamentar e a maioria delas, tendo possivelmente subestimado a extensão do período de realização de sessões remotas, utilizaram-se de mecanismos menos profissionalizados para o registro de votação, dentre outros fatores.

ABSTRACT

This paper aims to present basic characteristics of the use of remote deliberation systems by Regional Legislatures in Brazil during the Covid-19 pandemic. Thus, we map the actions to apprehend the following variables: 1) use of virtual plenary sessions; 2) remote voting; 3) legislation changes for regulation of remote activities; 4) MPs assiduity; and 5) level of tools sophistication. Finally, we discuss the possible next steps of parliaments from this new use of the digital, since this study shows that some parliaments have had no proper regulation of main remote plenary sessions, and their use of amateur mechanisms for voting since they possibly underestimated the length of the social distancing measures due to the pandemic, among other facts.
